I don't recall Prince Gard saying anything about being Zenebas' successor, though it has been a while since I played the game.
However, doesn't Gard spend the game trying to destroy them? Why would he try to destroy his past self? That would cause him to disappear out of existance...
Add to that, that future Zeru sent himself the Blitz Tiger from a different time, and Gard was in the same time as Zeru
