Zoid Aquarium Accessory...?!

I came across this strange thing as I was on an ebay raid and spazzing out upon sights of Zoids I wanted (there's a Zoids2 CLAW on there for 13 AUD at the moment which is CHEAP for an MIB!! IwantIwantIwant *drools*). Anyway, back to this strange topic.
